If you have the time and the interest, you can download all these models for yourself, and you can get DAZ Studio to render them in, all for... FREE!
Start with DAZ Studio at
www.daz3d.com. Get the base software you need to render with.
Then go to
www.xcalpro.com and download the models there. You will find 90% of what you need. Be sure to give credit to the creators of the models in the credits. I'm making a list already.
Go to
www.sharecg.com and look up ptrope, rduda and alt1701 for the rest. Do a search for 'uniforms' and you can find more stuff.

Character model bases can be found... also FREE at
www.download.com if you look up Poser and DAZ.
All you need afterward is time to play with the software and learn it and you can get where I am right now. I can help you with the technical hurdles, and such, but at least this gives you a chance to play with the models for yourselves.
